UK government will review “Right to build” legislation

The government is initiating a review of the legislation that allows people to build their own houses. Housing Secretary Robert Jenrick made the announcement Friday on Construction Right Day.

City councils keep a registry of those who wish to build in their local area and, by October 30 of each year, they should have granted planning permits to enough suitable parcels to meet the demand for the registry. The government will examine how well these measures are working.

Jenrick said: “We are supporting people who want to design and build their own home, and today I have released a review to ensure that city councils provide enough land and take proper consideration for these homes when making planning decisions in their area.”

“This will help more people get one foot on the housing ladder and support our construction industry as we deliver the homes this country needs.”

Jenrick also announced that data tips collected on self and custom build in your area will now be released annually. And the housing secretary has written to city councils to make sure they consider the demand for these homes when providing land for construction and making planning decisions in their area.

“The legislation of the right to build is something vital for the population.”

Andrew Baddeley-Chappell, Executive Director of the National Association for Personalization and Self-Build (NaCSBA), said:

“England has the lowest known rate of self-commissioned housing in the developed world.”

“Our new home market cries out for higher quality, greener construction that goes hand in hand with more consumer options. Diversification of housing is essential to the government’s housing strategy.”

“This excellent announcement from the government today should help many more people achieve the dream of living in better and more beautiful homes.”

Around 15,000 custom and self-build homes are built each year, increasing by 50% in two years.

Richard Bacon MP, Ambassador for the Right to Build Task Force, said: “For many years I have campaigned to increase the real options for the large number of people who want to build their own home or commission a home of their own design to a local SME builder.”

“This led to my private member’s bill becoming the Custom Home Construction and Self-Build Act, which the government has subsequently strengthened.”

“I warmly welcome the government’s review of the current law. Some city councils are already doing an excellent job of providing more opportunities, but others are not yet upholding the spirit of the legislation and have a way to go if they want to take advantage of the enormous opportunities for more and better housing offered by a greater choice of clients.”

“We need to ensure that each city council can meet this important agenda that will help provide more high-quality housing.”
